Der Doktor ist ein außerirdischer Zeitreisender, der eigentlich vom Planeten Gallifrey stammt. Er soll seinen Erzfeind, den Master, der denselben Planeten seine Heimat nennt, dorthin überführen. Doch der Master ist nicht tot, wie es zunächst scheint, und schafft es, die TARDIS, die Zeitmaschine des Doktors, zu manipulieren und anschließend zu fliehen. Der Doktor landet somit in San Francisco, und zwar im Jahr 1999. Als er versucht die Maschine zu reparieren und in eine andere Zeit zu reisen, wird er angeschossen und die Situation verschlimmert sich. Wird es der Doktor rechtzeitig schaffen, den Master aufzuhalten, bevor dieser die Erde völlig vernichtet?
